In 1991 Dennis Bernstein of Pacifica News Service obtained a US military planning document mistakenly declassified by the Defense Department.
Compiled by the US Army’s 352nd Civil Affairs Command in Riyadh before the US bombing started, it detailed plans for martial law in Kuwait following the expulsion of Iraqi forces. The document called for US military supervision over Kuwait for three months, followed by a one year period of martial law, which the US military would assist in implementing. This included construction of prison camps, development of military tribunals chaired by Kuwait Secret Service (KSS) personnel, and severe limitations on the Kuwaiti press. Most disturbing were plans to seize Palestinian-controlled banks and hand them over to the al-Sabah clan, while targeting Palestinian militants for elimination.
